It's free for everyone, all the time. They also have an instant messenger program. It's kinda crappy, but it's good for a start, then you can always relocate your chat to a better program if things go well.
OkCupid also has a number of tests written both by the creators and users (quite a few of them are enormous fun!) a blog feature (again, not the best) and a mathematical matching system. You answer a number of questions, and based on your answers they can tell you how likely you are to get along with someone as a romantic match, friend, or enemy.
I've been with them for a while, and I enjoy it quite a lot.
