yes there are.. matchdoctor.com and okcupid.com. Both have options of "upgrading" but you that's only for things like instant messaging and seeing who viewed your profile...other than that they are free to join, e-mail and receive e-mails...have fun.

There's many free to sign up but then you'll always have to pay for privileges I reckon...
'Adult Friend Finder' used to let you chat for free, which is more than most do.
May as well just go speed-dating, or to the supermarket or something!!!
